Description: This article identifies the major features of software cost estimation tools and how they are being used together technically with project management tools; this article describes a number of experiences of early estimation of software reliability for large real-time telecommunications systems. The challenges in estimating cost and duration in Web development projects prompted one consulting firm to create a new size metric and anew cost estimation model; the estimating model in this article provides accurate early estimates by utilizing function points to identify project complexity modified by a value adjustment factor of 14 general system characteristics; the project in this article demonstrates a new way to develop government software using Internet-based tools to leverage costs among organizations; the size and complexity of algorithms in general and integration formulas in particular can be measured using function points without the need for additional patches or counting rules; managers looking to initiate a software estimation process in their organization will get practical advice from this author's real-life experiences with estimation training methods.
