The strategic plan for BCV is represented in Fig. 4. It was developed by the combined efforts of the Secretariat, SWGIBCV, and its SC members. The plan was discussed at considerable length and it was the concensus of the group that although very broad in scope, it was reasonable and the SWG recommended its acceptance. This plan begins with a pool of natural biological regulators of vectors such as pathogens and parasites, toxin-producing entitles, invertebrate predators and competitors, vertebrate predators, and a complex of natural regulators. The pathogens and parasites are pushed through a predetermined path that entails host infectivity, possible persistence and recycling, non-target and mammalian safety tests, semi-field and small field trials, industrial production, and, eventually, to large-scale field trials including epidemiological evaluations. Invertebrate predators and vertebrate predators e and competitors are also guided through a route differing from that of pathogens and parasites, but again culminating in local production and mass releases.
